A "Green Card" policy guarantees that in the event of a road traffic accident outside Ukraine for which you are at fault, the damage caused by your vehicle to other participants in the accident will be compensated by the insurance company. This is a mandatory document for visiting countries that are part of the "Green Card" system (the vast majority of European countries, as well as some countries in Africa and Asia) with your own vehicle. The presence of such a policy is a legal requirement in most European countries, and control over its availability is exercised by the State Border Guard Service of Ukraine.

What is insured and who can be the policyholder?
- What is insured (object of insurance): The policy insures liability for damages caused by the use of the insured vehicle by a person whose civil liability is insured. Coverage applies to damages to the life, health, and/or property of injured parties resulting from an insured event. International "Green Card" insurance contracts are concluded exclusively for vehicles registered in Ukraine.
- Who can be the policyholder? Policyholders can be both individuals and legal entities – owners of vehicles registered in Ukraine who plan to travel outside the territory of Ukraine.
What constitutes an insured event?
An insured event is a road traffic accident (RTA) that results in damage to the life, health, and/or property of third parties.
Insurance sum and coverage territory
- Insurance sum: The insurance sums and liability limits in "Green Card" member countries are determined taking into account the legislation of each individual country where the insurance contract is valid and the insured event occurred, as well as the rules of the "Green Card" international motor insurance system. Reference information on the amounts of insurance sums and/or liability limits applicable in each member country of the "Green Card" international motor insurance system is published and periodically updated on the Council of Bureaux website: www.cobx.org.
- Territory of insurance contract validity: The "Green Card" international system covers National Bureaux representing approximately 1500 motor insurers in Europe, North Africa, and the Middle East. International insurance contracts are valid in the territories of the countries specified and not crossed out in such contracts, and are concluded:
- With validity in the territory of "Green Card" international system member countries (excluding Russia and Belarus).
- Or with validity in the territories of countries: Azerbaijan, Moldova.
Cost and term of the contract
- How much does an insurance contract cost? Since January 1, 2025, according to the Law of Ukraine "On Mandatory Civil Liability Insurance of Owners of Terrestrial Vehicles" № 3720-ІХ, insurance companies in Ukraine have the ability to independently determine the amount of the insurance premium for international "Green Card" insurance contracts. This is based on internal risk assessment criteria and other market factors. The policy cost is determined by the Insurer and depends on the duration of stay abroad, the type of vehicle, and the country of visit. - For what period can an insurance contract be concluded? The contract can be concluded for a period from 15 days to one year.
