Mandatory Third-Party Liability Insurance for Owners of Terrestrial Vehicles (MTPL), or "autocivilka," guarantees compensation for damages caused to the property or health of other individuals at the expense of the insurance company, as required by current Ukrainian legislation.
According to the Law of Ukraine "On Mandatory Third-Party Liability Insurance for Owners of Terrestrial Vehicles" (which entered into force in its new version on January 1, 2025), every driver is obliged to carry an insurance policy while driving a vehicle. What Is insured and who can be the policyholder?
- What is insured? The civil liability of the person driving the insured vehicle is insured for damages caused by their fault to the health and property of third parties within Ukraine. Costs for vehicle repairs and/or health restoration of people affected by an RTA are subject to compensation. It's crucial that the vehicle is insured before its use on public roads in Ukraine.
- Who can be the policyholder? Policyholders can be legal entities and legally capable individuals (both residents and non-residents of Ukraine). The person responsible for concluding an MTPL internal agreement for an uninsured vehicle is:
- The person in whose name the vehicle is registered in Ukraine.
- An individual who has temporarily imported the vehicle into the customs territory of Ukraine.
- The owner of an unregistered vehicle.
What constitutes an insured event?
An insured event is an occurrence that causes harm to injured third parties during an RTA involving the insured vehicle, and as a result of which the civil liability of the insured person arises.
Insurance sum
As of January 1, 2025, the Law of Ukraine "On Mandatory Third-Party Liability Insurance for Owners of Terrestrial Vehicles" № 3720-IX establishes the following insurance sums for MTPL internal agreements:
- For harm caused to life and health:
- 500,000 UAH per injured person.
- 5 million UAH per insured event (regardless of the number of injured persons).
- For harm caused to the property of injured parties:
- 250,000 UAH per injured person.
- 1.25 million UAH per insured event (regardless of the number of injured persons).
Cost of insurance contract and its term
- How much does an insurance contract cost? The cost is calculated individually and depends on the place of registration of the car owner, the type of vehicle and its engine volume, the term of validity, the scope of use, the availability of benefits for the policyholder, the driver's experience, etc. The insurance premium for the contract is paid in full as a lump sum.
- For what period can an insurance contract be concluded? The insurance contract is concluded for a period of six months or one year. Concluding an MTPL agreement for a period of less than six months (15 calendar days, 21 calendar days, one month, two months, three months, four months, five months) is permitted exclusively for:
- A vehicle not registered in accordance with the Law of Ukraine "On Road Traffic" — for the period until its registration.
- A vehicle temporarily located in Ukraine and registered in a foreign state — for the period of its stay in Ukraine.
