Mandatory Motor Third-Party Liability Insurance: Your Reliable Protection on the Road
Protect yourself from unforeseen financial losses that can arise from a road traffic accident (RTA) caused by your fault. Thanks to mandatory third-party liability insurance for owners of terrestrial vehicles (MTPL), or "autocivilka," the insurance company will pay compensation for damages to the injured party, as required by current legislation.
According to the Law of Ukraine "On Mandatory Third-Party Liability Insurance for Owners of Terrestrial Vehicles" (in its new version, effective from January 1, 2025), every driver is obliged to carry an insurance policy while driving a vehicle. This policy must be presented to officials of the National Police of Ukraine, and upon request, to representatives of the State Border Guard Service when crossing the Ukrainian border. Vehicle operation in Ukraine is permitted only with a valid policy. Your vehicle must be insured before it is first used on public roads in Ukraine.
An internal insurance contract becomes effective from the date and time specified in the contract as the start of its validity, but no earlier than the date and time the corresponding entry is made in the Unified Centralized Database. The contract ceases to be valid at 24:00 on the date specified as its termination date. The insurance premium must be paid in full before or at the time of concluding the MTPL contract.
What is insured and who can be the policyholder?

What is insured? The civil liability of the person driving the insured vehicle is insured for damages caused by their fault to the life and health, as well as property of third parties in Ukraine. Costs for vehicle repairs and/or health restoration of people affected by an RTA are compensated.

Who can be the policyholder? Policyholders can be legal entities and legally capable individuals (both residents and non-residents of Ukraine).
What constitutes an insured event?
An insured event is an occurrence that causes harm to third parties during an RTA involving the insured vehicle, which leads to the civil liability of the person whose liability is insured.
Insurance sum and contract cost
- What is the insurance sum stipulated by the contract? As of January 1, 2025, according to the Law of Ukraine "On Mandatory Third-Party Liability Insurance for Owners of Terrestrial Vehicles" № 3720-ІХ, the insurance sums for internal MTPL contracts are:
- For harm caused to life and health: 500,000 UAH per injured person and 5 million UAH per insured event (regardless of the number of injured persons).
- For harm caused to the property of injured parties: 250,000 UAH per injured person and 1.25 million UAH per insured event (regardless of the number of injured persons).
- How much does an insurance contract cost? The cost is determined depending on the place of registration of the car owner, the type of vehicle and its engine volume, the duration of the policy, the scope of use, the availability of benefits for the policyholder, the driver's experience, etc. The insurance premium for the contract must be paid once and in full.
Contract term and benefits
- For what period is an insurance contract concluded? The standard term is 1 year. Short-term insurance contracts (term of validity less than a year) are concluded for:
- Unregistered vehicles – for the period until their registration.
- Temporarily registered vehicles – for the period until their permanent registration.
- Vehicles registered abroad – for the period of their stay in Ukraine.
- Are there insurance benefits for certain categories of the population? A 50% discount on the policy cost is paid by:
- Combatants, victims of the Revolution of Dignity, persons with Group II disabilities, persons affected by the Chornobyl catastrophe (Category I or II), pensioners.
- This benefit applies to vehicles with an engine capacity of up to 2500 cubic centimeters or an electric motor power of up to 100 kilowatts inclusive, owned by them. The condition is that such a vehicle must be driven exclusively by the policyholder or a person also belonging to the specified categories, and the vehicle must be used without the purpose of providing paid passenger and/or cargo transportation services.
- Persons with Group I disabilities.
- The benefit applies to vehicles with an engine capacity of up to 2500 cubic centimeters or an electric motor power of up to 100 kilowatts inclusive, owned (or possessed) by them. The condition is that such a vehicle must be driven exclusively by the policyholder or another person in the policyholder's presence, or by a person also belonging to the specified categories, and the vehicle must be used without the purpose of providing paid passenger and/or cargo transportation services.
- Combatants, victims of the Revolution of Dignity, persons with Group II disabilities, persons affected by the Chornobyl catastrophe (Category I or II), pensioners.
Required documents for processing the contract
To process the contract, you will need:
- A document verifying the identity of the policyholder (driver's license, passport) or a document confirming eligibility for a benefit category (combatant's certificate, Group II disability certificate, pension certificate, etc.).
- Certificate of identification number assignment.
- Vehicle registration certificate (technical passport).
- Protocol of technical inspection of the vehicle subject to mandatory technical control.
