How to check the validity (validity) of the Green Card international insurance contract (insurance certificate)?

You can find out the status of the "Green Card" insurance certificate by its number on a given date or by the number of the vehicle through the MTSBU Internet portal (www.mtsbu.ua). To do this, click the "Validity check" button on the main page of the portal. After performing the search, to find the insurer that issued the "Green Card" insurance certificate, click on the blue highlighted word "Detailing" on the left in the response of the Central Bank of the MTSU.

The conclusion of the "Green Card" international insurance contract (White policy) in relation to the corresponding land vehicle is evidenced by the "Green Card" insurance certificate (green).

 

 

Do all drivers who plan to operate a vehicle abroad need to enter a "green card" insurance certificate?

No need. The "Green Card" insurance certificate issued in relation to the relevant vehicle applies to those drivers who legally drive this insured vehicle.

 

 

In what cases is the insurer's refusal to conclude a "green card" international insurance contract legitimate?

The contract of international insurance, certified by the corresponding unified insurance certificate "Green Card", is concluded only in relation to vehicles registered in Ukraine, in case of their departure to member countries of the international system of automobile insurance "Green Card".

It is prohibited to conclude such insurance contracts on the territory of Ukraine in relation to vehicles with foreign registration and in relation to vehicles that are subject to mandatory technical inspection, but have not passed it at the time of concluding the OSCPVVNTZ contracts.

 

 

What is the validity period of the "green card" and what is its cost?

"Green Card" insurance certificates under international civil liability insurance contracts are issued for a period of 15 days, 1 month, 1 year.

With what periodicity do the sizes of uniform tariffs under international auto insurance contracts "green card" change?

The maximum amounts are established by the Resolution of the Cabinet of Ministers of Ukraine dated January 6, 2005 No. 5 "On approval of the maximum amounts of insurance payments under contracts of international mandatory civil liability insurance of owners of land vehicles."

The amount of insurance payments under contracts of international compulsory civil liability insurance of owners of land vehicles is calculated depending on the type of vehicle, the term of the insurance contract and the country to which the insurance contract applies.

The size of the insurance payment under the contract of international compulsory civil liability insurance of owners of land vehicles is calculated in hryvnias based on the official exchange rate of the hryvnia to the euro established by the National Bank on the date of conclusion of such contract.

In accordance with Article 7.3. According to the Law of Ukraine "On Compulsory Civil Liability Insurance of Owners of Land Vehicles", the MTSU establishes mandatory for its full members uniform amounts of insurance payments under international insurance contracts "Green Card" within the limits that do not exceed the maximum amounts of insurance payments established by the Cabinet of Ministers of Ukraine.

 

 

Are the benefits provided for in clause 13.2 of Art. 13 of the Law on International Agreements "green card"?

Benefits provided for in Art. 13 of the Law of Ukraine "On Compulsory Civil Liability Insurance of Land Vehicle Owners" for the relevant category of citizens are applied exclusively when concluding internal insurance contracts. Such benefits do NOT apply to "Green Card" international insurance contracts.

Who compensates the damage caused to the victim in a road accident on the territory of a foreign country?

The "Green Card" insurance certificate covers damage caused by the driver of the insured vehicle on the territory of the member countries of the international "Green Card" system, which are specified in this certificate..

Damage caused by the fault of a foreigner driver is compensated by the foreign liability insurer of such a driver, and damage caused by the driver of an uninsured vehicle is compensated by the National Bureau or the Road Accident Guarantee Fund of the country.

Information about the insurance company of the driver-culprit of the road accident is usually noted in the European Accident Statement, which is drawn up during the road accident or in police documents, if it recorded the circumstances and consequences of the accident.

In order to protect the rights of Ukrainian citizens - victims of traffic accidents abroad, the MTSU has signed an Agreement "On Protection of Visitors" with some national Bureaus of member countries of the "Green Card" international auto insurance system. 

In accordance with the specified Agreements, the MTSU, based on the application of the victim (for example, the driver of a vehicle with Ukrainian registration), can provide informational and advisory assistance in determining the liability insurer of the driver of the vehicle that caused the accident.

After finding out information about a competent third-party liability insurer, it is advisable to conduct further correspondence regarding the payment of insurance compensation directly with such an insurer.

To attention. If there is a contract of voluntary motor vehicle insurance (CASCO), the validity of which extends to the territory of the visiting country on the territory of which the accident occurred, it is necessary to act in accordance with the CASCO Insurer's recommendations. 

Are Ukrainian "green card" certificates recognized in the temporarily occupied territory of Crimea?

Ukrainian "Green Card" insurance certificates do not cover the territory of Ukraine, including the temporarily occupied territory of the Autonomous Republic of Crimea.

Can a case be settled on a photocopy of a foreign Green Card insurance certificate?

If there is only a photocopy of the "Green Card" insurance certificate of the foreign driver at fault in the traffic accident in the case file, the MTSBU must wait for a clear answer from the national Bureau and/or the foreign liability insurer regarding the confirmation or non-confirmation of insurance coverage for the date of this accident.
